Instead of serving pages from hetzner.bcra.org.uk or cloud3.bcra.org.uk this server has decided to serve you with its default installation page for Apache, which I have hijacked for this debugging exercise.

BCRA tech team: To remove this message, and revert to the system default page, go to /var/www/html, delete the php and htaccess files, and rename the html file to index.html.

Experimentally, the htaccess file that resides here ought to be rewriting access, but it isnt, so perhaps the rewrite engine is not allowed at this point?
